Designation reaches profile and material
Stormwater has nothing to say about windows. Preservation can: on a designated property, window changes visible from the street may be reviewed, and that review can reach frame material, sash configuration and profile rather than merely glazing performance. It can also mean original sash is expected to be repaired rather than replaced. None of that applies elsewhere in town.

A townwide preservation program does not tell you your parcel's status, whether your openings are standard sizes, or the condition of the framing behind them. Confirm the first with the town and the rest with whoever measures.
